A Historic Legal Observer Agreement

A legal observer cooperation agreement was signed between Beşiktaş JK, Beşiktaş Lawyers Association and Istanbul University. 

The signing ceremony of the project was held at Tüpraş Stadium with the participation of the Head of Beşiktaş JK Legal Department Altın Mimir, President of Beşiktaş Lawyers Association Özkan Burak Özmen and Director of Istanbul University Human Rights Law Research Center Prof. Dr. Burak Gemalmaz. 

The cooperation agreement  aims to provide further education and research activities in the field of law to contribute to the enjoyment of sports competitions by Beşiktaş fans under more humane conditions.

Head of Beşiktaş JK Legal Department Altın Mimir, said the following at the signing ceremony:

"Members of the Beşiktaş Lawyers Association have been working as observers for a long time, especially in our away matches, and have been keeping reports on the violations of rights that our fans are exposed to. We also would like to thank Istanbul University for its contributions in this field. We believe that there is a need for legislative change in this area. " 

Lawyer Özkan Burak Özmen, President of Beşiktaş Lawyers Association, made the following statements about the details of the project:

"We didn't imagine that we would get this far on the road we set out at the end of 2014. It is a source of pride for us to bring together Türkiye’s most established institutions. Beşiktaş JK Chairman Hasan Arat and Board of Directors contributed a lot  to the realization of this one of a kind cooperation. As Beşiktaş Lawyers Association, we have offices in all  81 provinces of our country. We are aware of the problems experienced by Beşiktaş fans, especially in away matches. In every away match, we appoint two colleagues with the knowledge and approval of our club. Our colleagues follow the process from the fans’ entrance into the stadium to their exit and report if there is a violation of the law. When there is a transaction against human rights, we start legal proceedings immediately. I think that the results of this project can be shared internationally. We are happy that Beşiktaş, the club of firsts, is a pioneer in this field.”

Prof. Dr. Burak Gemalmaz, Director of Istanbul University Human Rights Law Research Center, also spoke at the signing ceremony:

"Thanks to the Beşiktaş Lawyers Association, we aim to create a bridge between practice and theory. We will take the actual activities of the association to the academic level. Violence needs to be excluded from the world of sports. Sports competitions are activities that bring together different segments of society and must emphasize a sense of brotherhood in the end. Unfortunately, today’s sports have become a tool of exclusion and extreme polarization. I believe that this project will set an example to other clubs."
